The short answer
Banning or charging for plastic bags can reduce one very visible kind of waste. It will not, on its own, solve the wider plastic problem.

Why it can work
When bags stop being free and automatic, people remember reusable ones more often. England's carrier-bag data shows big reductions after charging rules.

Better policy also deals with packaging design, collection and producer responsibility. Otherwise we just move the mess around.
