Responsibility for plastic waste is shared, but not equal. Producers design and sell packaging. Governments set rules. Waste systems collect it. Households deal with what lands in the kitchen.

Producers can reduce unnecessary packaging and design for collection. Governments can make clear rules. Councils and waste companies can improve collection where funding and infrastructure allow.
